The Fond du Lac Band of Lake Superior Chippewa initiated an approximately 3.8-mile pedestrian trail as a spur extension of the Munger Trail to improve regional connectivity as well as to promote recreational and economic development. This strategic expansion connects the Fond du Lac Tribal and Community College and the Black Bear Casino to the existing Munger Trail Spur in Carlton, MN, enhancing access for both residents and visitors. The trail route runs north through Carlton, MN, following Moorhead Road, 14th Street, and Carlton Road, blending infrastructure development with environmental and cultural stewardship.

 

Solution

To support the successful development of the Munger Trail Spur extension, a comprehensive set of planning and technical services was provided. These efforts began with wetland delineation and cultural resources investigation to ensure compliance with environmental and historic preservation standards. A NEPA analysis was completed following Federal Highway Administration Tribal Transportation Office environmental requirements. A ground survey and right-of-way research and discussions with landowners were completed to accurately define the project’s physical parameters. These foundational services ensured that environmental integrity and community values were prioritized throughout the planning phase.

The corridor feasibility analysis and alignment selection were key to determining a safe, efficient, and accessible route. Public engagement efforts allowed for the inclusion of community input, enhancing the project’s relevance and public support. The team finalized the initiative with detailed construction plan production, preparing the project for implementation while addressing logistical, regulatory, and environmental considerations.

 

 

Results

The planned trail extension represents a critical enhancement to the regional trail network, connecting major community assets and improving access to outdoor recreation. The process set a model for balancing infrastructure advancement with cultural and environmental respect. Once completed, the extension will foster economic activity, increase tourism, and provide new transportation and leisure opportunities for the region.
