Two Earn Professional Traffic Operations Engineer Certification

Joe DeVore and Kevin Mackey, engineers at KLJ, have earned their professional traffic operations engineer (PTOE) certification. This certification is a demonstration of exceptional knowledge, skill, and ability in the specialized application of traffic operations engineering.

DeVore earned a bachelor’s degree in civil engineering from the University of Minnesota. He is registered as a professional engineer (PE) in Minnesota and works in the St. Paul office.

Mackey earned a bachelor’s degree in civil engineering from North Dakota State University. He also completed his graduate studies in civil engineering with an emphasis in transportation at NDSU. Mackey is a registered professional engineer (PE) in Minnesota and works in the St. Paul office.
