PROJECT
In 2016, Ramsey County and the City of Maplewood partnered with the Hmong community to create the Tuj Lub Courts at Keller Regional Park, a space designed to celebrate culture and community. By 2023, the courts had become a central hub for recreation, but heavy use had begun to take its toll on the natural turf and facilities. As demand grew and recreational technology advanced, Ramsey County sought to modernize the space, add new sports opportunities, and improve site amenities for the community.
SOLUTION
The improvements would include converting natural turf to artificial turf, adding takraw, badminton, and volleyball courts, installing field lighting, a shade shelter, bleachers, a drinking fountain, and redeveloping a portion of the parking lot to add 67 spaces as well as an accessible trail entrance. KLJ was hired to provide stormwater modeling, drainage system design, and detailed construction documentation to support Ramsey County’s redevelopment plans.
Our team designed the subgrade and drainage system for the new artificial turf fields and prepared the necessary documentation for city and watershed district review and permitting. KLJ’s design the site to handle increased use while maintaining proper stormwater management and long-term sustainability.
RESULT
This project goes beyond infrastructure; it strengthens community ties and celebrates cultural heritage. By improving the courts and expanding recreational options, Ramsey County is creating an inclusive, and accessible space for future generations to enjoy.
